What does "periscopic" mean?

Periscopic: Viewing all around, or on all sides. Periscopic spectacles (Opt.), spectacles having concavo-convex or convexo-concave lenses with a considerable curvature corresponding to that of the eye, to increase the distinctness of objects viewed obliquely.
